testtools and subunit in the ~bzr PPA (ping for comments)

There doesn't seem to be a testtools PPA.

As for subunit - hmm, oops. I should have asked Robert what he wanted to
do about packaging that. Sorry! I just carried on in the pattern
established for dulwich and subvertpy, applying that to the rest of the
PPA packaged external dependencies too.
