bzr ubuntu packaging

We had a talk about Ubuntu packaging of Bazaar at UDS-M.  The rough
notes are attached (and in gobby) but I think the key points were

* we should set up a script to crosscheck the consistency of packages
in the PPAs

* emphasis for packaging is
  1- nightlies: minority use, but a foundation for doing other things
  2- stable releases into Debian and Ubuntu
  3- stable release updates getting into SRUs
  4- stable releases and their updates into backports -- should not be
hard but needs to be pushed
  5- ... packaging of betas on Ubuntu is much further down; they're
not that much different to running nightlies  (or running nightlies
and updating intermittently) -- there's nothing wrong with packaging
them but it has a much lower cost/benefit

* we can define a better policy for declaring plugin compatibility,
including whitelisting - this has been described a few times, just
needs to be done
