I think the real problem here is with using TDB over NFS, which is
probably a bad idea anyway given TDB's architecture.

We should just move away from TDB to a more problem-specific solution,
perhaps something involving Bazaar packs. We don't need the strict
guarantees that TDB gives you. However, this requires some changes in
bzrlib as well as bzr-git that aren't high on my todo list since TDB
seems to work well in most situations.
