Why Bazaar is not used in many project hosting sites?

Not sure. While browsing projects, I found out a number of mirror (or
fork) projects. For example SciTE, which is officially hosted on
SourceForge.
Now, the LP page of SciTE explicitly states this (giving links to SF
project and Freshmeat record) and states "Does not use Launchpad for
development." which appears to be a LP field.
And incorrectly states a GPL license. Might be the license of the fork,
but then the project should have been renamed.
And well, I suppose lot of forks or mirrors are just pushed from a local
copy of the project. With the risk of being obsolete.
