Why Bazaar is not used in many project hosting sites?

My impression from the discussion on emacs-devel is that Savannah is
in the process of preparing to support the new Emacs repository which
is going to be in Bazaar.  Bazaar support will flow from that.

However AFAIK this is not a publicly offered option yet, and GNU hosts
tend to be pretty slow-moving at this kind of thing.
