Why Bazaar is not used in many project hosting sites?

Some of them will be manually mirrored -- Launchpad can't tell the
difference between a native Bazaar branch and one that's been manually
imported.

I guess that it'd be a small number, since almost all of the branches
on Launchpad were explicitly pushed there, rather than mirrored from
remote sites.
