That's Jelmer's responsibility, not the bzr team's.  It's certainly easy
to provide a smoother transition than this, by only registering dpush in
the plugin if core doesn't already provide it.

I'm sorry you're caught in the middle, but this is Jelmer's choice, so
it doesn't make me feel any additional urgency.
