Why does Bazaar download so much data for a small change?

How could Ubuntu, which is realeased every 6 months, come with the
must recent version of Bazaar, released roughly every month? If they
target, on the alpha stage, to release Ubuntu X.Y with Bazaar N.M, on
the end of the release Ubuntu release schedule Bazaar N.M will be some
releases old already. As far as I know, they cant dump the latest
Bazaar on their repos on the release day, after the freeze period,
Probably they could sync their releases, though... But the bzr devs
have their reasons to prefer doing montly releases.
