If we plan is to merge it into bzr.dev, I think it makes a lot of sense
to store its files in .bzr.  I could go either way on sticking them in
.bzr/checkout/shelf vs .bzr/checkout/shelf.  In a way, they're a
separate format, but we probably want to tie them to the checkout format.
