[MERGE][1.7] include docutils in windows binaries

I understand it is very late and unusual, but I'd like to make a special
request for one more patch to land in 1.7 relating to the Windows binaries.
This patch is very small and causes us to ship the docutils package with the
binaries.

The reason for wanting docutils is that qbzr recently grew a new 'help'
feature, where the UI can display popup help for any bzr help topic in HTML
format, and docutils is necessary to generate reasonable HTML from the rst
provided by bzr.  For an example, please see

This now brings the number of patches I'd like considered for 1.7 to 2 - the
other relates to shipping the qbzr localizations.
