HTTP access to files on bazaar-vcs.org?

I don't think that we would need to host qbzr there and update it. I
intend to add some error checking to make sure the correct qbzr and
bzr versions are installed and point the user to the location where
they can download them if not. So I think just the Eclipse plugin
would need to be hosted. I can understand the desire to be restrictive
on who has access. I'll see if it's possible to point the XML file to
launchpad files.
