I believe Alexander was the one who put things together. And he just defaulted
to .htm. And we stuck with it for consistency.
IIRC, he didn't have a specific need to do so. So I think if we have a reason
to change it, we can do so.
Also, be aware that one issue we had was that the packager was changing .htm =>
.html, and they had to switch it back. I'm guessing that if we change it, it
will just propagate, though.
