I guess I'm a little hesitant to go making "core developer" an official
term in the project. I'd like to think that it's just a useful label,
and that anyone who behaves like a core developer is one.
Also, you're including config lines that you shouldn't have to:
"email" should already be set.
"push_location" is set on the first push, *and* is set in the
branch.conf, not locations.conf for dirstate-tags branches.
