[MERGE] submit revision spec

Aaron Bentley, and lo! it spake thus:

I recall we speculated a bit about this back around the 0.8 timeframe.
I think we were mostly using ^ as the strawman alias indicator, and
using it as a [partial] URL.  So, I could have a

[LOCALIAS]
mydev = bzr+ssh://me@server/home/me/bzr/mystuff

and be able to do

% bzr merge ^mydev/projA
% bzr push ^mydev/projB

and the like.
