Ctrl-C when committing leaves locks around

Hi,

I also submitted a bug for this but thought it might be useful to 
discuss on the list here if others have an opinion on this:

I was checking in a large commit and then Ctrl-'d it once to abort. It 
left a lock on the repository. I could run bzr break-lock to break it 
but I would expect that bzr would leave the repository in a stable state 
and remove the locks before cancelling the commit so the repository is 
in the same state as before the commit was started.
