That's it, Thanks!  I had

   Alias /bzrweb /home/janneke/.bazaar/plugins/webserve

modeled after the doc/README.txt that says

     Supposing that your cgi script is

       /home/test/bazaar/webserve.cgi

     and that the url which you want to serve is

       www.host.org/bazaar

     a typical configuration is

       Alias /bazaar /home/test/bazaar
       <Directory /home/test/bazaar/>
       ...
