I think since we are changing to time-based releases, then we have to
give somewhere. We might *hope* to land things for certain releases, but
we can't guarantee they will get done in time. (Like tags, smart server,
etc).
So probably the best we can go on is what the deadline is for the
spec/bug. Meaning we are hoping to get it done for that release, but
unless it is Fix Released (or the equivalent for specs), it isn't
guaranteed.
Hopefully we will get better with our planning, and have a better feel
for how much we can get done within each 1 month time frame. For now, we
are still adjusting to time-based releases.
