[PATCH] upgrade v6 branches without checkout files to metadir

We had 2 +1's on this, but we forgot to merge it before the 0.10 freeze.
Does it have to wait for 0.11?

I went ahead and created a branch here:
http://bzr.arbash-meinel.com/branches/bzr/0.11-working/upgrade-no-working-tree

it has the basic patch, plus a couple of small updates. Updated NEWS, as
I believe this fixes this bug, etc

I'm going to mark the bug as 0.11, since we did miss feature freeze for
0.10. But if lifeless wants to merge it before he does rc1 on Monday,
that is fine with me.

(The branch is also mirrored into Launchpad in case he can't get to my
machine)
