[Bug] 'bzr add --dry-run' actually added files

Assuming you wrote it before we split out working tree into a separate
class. Or possibly shortly thereafter.

I do seem to remember that at one point, every call to 'wt.inventory'
re-read the disk inventory. Which is naturally very bad for performance.
But what we do now isn't great either :)
