confused by repositories

Could someone explain to me what I'm doing wrong here?  My understanding 
is that repositories act more or less exactly the same as normal branches, 
they just happen to be located in a special "repository" directory.  So 
why does this fail?  And if this is supposed to fail, it needs a #$(*&$ing 
better error message...

$ bzr init-repo bzrbug

$ cd bzrbug/

$ ls

$ bzr init foo

$ cd foo

$ touch bar

$ bzr add bar
bzr: ERROR: No WorkingTree exists for 
/home/tetron/hack/mine/bzrbug/foo/.bzr/checkout/.


$ bzr --version
bzr (bazaar-ng) 0.8
