Minor fix for test_set_user_and ...

Right now the test case:
 test_set_user_setting_sets_and_saves
Was commented out, because it used to create a .bazaar directory in the
working directory, rather than in the test directory. Whatever has been
causing this has already been fixed, because simply removing the print
and return statements has the test succeed, and no local directory is
created. I even wrapped os.mkdir to make sure that only the correct
directory is created and it succeeds.

This changed is attached, and present in my jam-pending branch (revno
1496-1497)
