[apparmor] [administrivia] AppArmor 2.11 branch created

Hi,

This was discussed on IRC, but I wanted to make sure everyone was
aware. John went ahead and split off an AppArmor (userspace tools)
2.11 branch:

  https://code.launchpad.net/~apparmor-dev/apparmor/2.11

This means fixes intended for the 2.11.1 (and future 2.11 maintenance
releases) will need to be nominated like the other supported branches.
