I think this one must be in the top-5 questions for the ARB, so we
probably need to document this better.

The ARB never copies packages from a release to the next. It's the
developer's responsibility to send us an updated version of their
software (or identical version if they know it doesn't need any).

This ensures that we only keep actively developed and tested apps in
extras without putting the extra testing load on the ARB.

To make it easier for the developers, the ARB got in touch with them a
month ago so they could update their software and send new versions
for review.

Allison sent all the current developers an e-mail like this one:

I believe quite a few developers replied and their changes are
currently under review. I don't know how much of it will be published
by Thursday.
