Agreed on these issues.

The recent locations is especially frustrating for those who track where 
their files are located.

For users who do not track where files are located, this change in 
behavior makes sense. But, users who do more/expect more are frustrated 
by this behavior.

I want the dialog to open to the directory I am currently using with 
that file/app.

I am often doing the same thing with five or six files (uploading for a 
court filing in a case). All the files in the case are in a specific 
folder, so a recently accessed files location serves no purpose for me.

But, note, this problem does NOT consistently appear. Older xfce apps do 
not have this problem (I think). And, it is NOT present in LibreOffice 
(checkbox for using LibreOffice Open/Save dialogs is NOT checked). 
Whether this problem is tied to newer gtk3 apps, snap apps, or gnome 
apps ported to xubuntu remains to be determined.
