[xubuntu-users] Upgrade from 16.04 to 18.04.2 -- How to get it to run?

I usually blow away and install clean when it comes to major version 
upgrades, but I thought I'd try an upgrade this time (first, at least). 
So far nothing has worked. I've tried following the GUI prompts from the 
software upgrader, but it vanishes after clicking the button. From the 
command line, I've tried but am getting nowhere:

[root at europa:28] ~ # apt update
(runs OK)

[root at europa:29] ~ # do-release-upgrade
Checking for a new Ubuntu release
Please install all available updates for your release before upgrading.

[root at europa:33] ~ # apt -s upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

[root at europa:30] ~ # apt upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

[root at europa:31] ~ # apt dist-upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

It appears to think there are pending updates that need to be applied, 
but I don't see any. So how do I get the upgrade to actually run?
