Also, is the printer connected via usb or network?

18.04 has significantly improved printer driver support. And, HP on
linux is probably the best supported of all manufacturers. So, I suspect
that the problem could be hardware related.

For instance, is the printer was previously connected via parallel
cable, there could be a missing parallel connection support that is
technically not part of the printer driver realm.

If the printer is connected via usb, does it show up via the terminal
command lsusb?

If the printer is on the network, can you ping it (via the ping terminal
command)? For instance, my network printer has an ip address of
10.0.0.10. So:

$ ping 10.0.0.10
PING 10.0.0.10 (10.0.0.10) 56(84) bytes of data.
64 bytes from 10.0.0.10: icmp_seq=1 ttl=255 time=6.38 ms
64 bytes from 10.0.0.10: icmp_seq=2 ttl=255 time=4.35 ms
64 bytes from 10.0.0.10: icmp_seq=3 ttl=255 time=4.36 ms
64 bytes from 10.0.0.10: icmp_seq=4 ttl=255 time=4.35 ms
