I actually had this same problem. It was some sort of file not found 
error I think. It's a bit of a distant memory as to how I fixed it.

I think I had downloaded hplip from HP in 16.04. In 18.04 I removed it, 
then re-installed it from the repos instead of the website.

Sorry to be so vague it was a while ago! If you get any error messages 
it might jog my memory.
