Who are the devs? The Xubuntu team? Debian devs? Xfce upstream?
Perhaps those devs follow their ways and the ways of those who
contributed by feature requests, reports of opinions before the release
deadline etc..
Don't get me wrong, I dropped Xfce a long time ago. I dislike it. Since
I've got the skills and the time to set up what I need, to follow
upstream of a WM, the desired panels etc., instead of the need to stay
with a LTS only, I could get in contact with developers, of those apps,
that are very important to me.
There are indeed at least two kind of developers, those who don't care
about anybody else and those who have a sympathetic ear.
The question we are facing here is, if the developers are aware of your
needs. Did you get in contact with developers and did they not care
about your opinions, bug reports, feature requests, experiences, or do
you expect that they have got crystal balls?
You perhaps can't follow upstream, but you could stay with the last LTS
16.04, test 18.04 and report your concerns regarding 18.04 to the
Xubuntu team, Debian maintainers and Xfce upstream by the appropriate
"channels", e.g. bug trackers... perhaps they've got a friendly ear and
maybe they prepare the next LTS release to your needs.
