[xubuntu-users] Force app to launch maximized?

This is probably an Xfce question, but is there a way to force an app 
(i.e., MenuLibre*) to launch maximized? In KDE, for example, you can 
define an application-specific rule to force a number of window 
behaviors. How is that done in Xubuntu / Xfce?

* It always opens up in a small size that's about 1/10 the area of my 
screen. As an alternative, is there a better menu editor out there? I 
know about Alacarte and a couple of others, but have found nothing too 
good so far.
