[xubuntu-users] Wish for a way to Turn Off Scroll Bar Warp

Everything I try after Googling it does not work. In Synaptics package
manager for example I can not turn off scrollbar warp.

I can't stand it! Major usability issue for me. Would be nice if there
was a check box for it.

How the heck do I turn it off and scroll one page at a time?
