[xubuntu-users] Changing the Xfce Desktop Language on per user basis

Ah, I don't have such Language Support under All Settings, no wonder I was
lost.

Where does it come from have I removed some packages by accident? How can I
have it back When I login from lightDM, I believe the default session is
Xfce-Ubuntu, BTW.
