[xubuntu-users] Menu issues still present in 16.04

Ever since I installed Xubuntu 14.04, the menu editor has not worked
properly.  this might even go back to 12.04, I don't recall.

Whatever menu this is editing is not the menu that comes up when I
click the mouse button.

This makes it difficult to do things, like correct the absence of the
Other submenu, which dissappears at random and reappears with equal
predictability.

It also makes it hard to fix the ongoing bug of the presence of gksu
in the menus, which IIRC was deprecated in 14.04 in favor of pkexec.

I'd be willing to take a look at the code to make a stab at fixing it,
provided it's in a language I can work in (C/C++, bash, perl).
Otherwise I may not be able to contribute here.
