Ah, it seems it's not even related to the lack of icons on buttons anyway, more like a lack of toolbar.

I'm unfamiliar with gwenview so I installed it and noticed it's using the Qt framework and is part of KDE, so it makes sense it is unaffected by Xfce's settings (which aim at GTK+ programs).
