I think I had this, and fixed it that way.

However, much more pernicious is the reverse: when you click on a
mailto: link in a web page in Chrome, it opens a new Chrome window (not
tab) instead of opening Thunderbird.

Why Chrome would think that a new instance of itself is a suitable
response to a mailto: link is beyond me.
