For a default Xfce4 Ctrl+Esc should be    xfdesktop --menu   . I hope
Xubuntu doesn't deviate from upstream and other distros. I anyway
switched from Xfce4 to Jwm, so I don't care, but it's never good to make
a DE incompatible to the standard from upstream. Users want the same
work-flow, what ever machine they use.
