PS: JFTR this isn't a Xubuntu bug. I use several distros, very seldom I
use a *buntu and I experienced the same issue when using
xfce4-power-manager with at least one other distro, using it on Xfce4
and also when using it with WMs, without a DE/Xfce4. The X default
values seem to cause this issue.
