I'm not experiencing this issue on 13.10 (Audacity 2.0.3, wxWidgets
2.8.12) - do other GTK+2 themes work better? Are other application
affected the same way or does it happen only with Audacity? 

As a workaround, you might be able to Shift+scroll to scroll
horizontally.
