Wikipedia says libavcodec based apps may play it, but I don't know
offhand which those might be (mplayer?).

When I had to deal with shorten files, I converted them to something
more common to play them.

The en-/decoder is not in the repositories, however, so you have to
build it yourself: http://etree.org/shnutils/shorten/
