Hello Radu,
After your answer to the group, I reported a bug that requests new
version of xfce4-xkb-plugin to be included in the new version of Ubuntu
It is too lase to include it in 8.10 (Interpid) but it will be included
in the next release of Ubuntu (Code name Jaunty).
In the bug description you will see that I included all information
needed to get source and upstream information.
Feel free to add anything you like to the bug , subscribe to it,
https://bugs.launchpad.net/xkb/+bug/290255
including maybe your package or something , after the moment of starting
repository for Jaunty, right after Interpid release is done.

P.S.
You could easily do the same bug reporting for other distributions for
them to include newer xkb plugin in their new releases.
