Setting up bridged telegram groups

Hi Team,

Aaditya has complete the necessary work with setting up the bridge between
the telegram group and for the time being a new #xubuntu-support irc
channel. All are welcome to try it out, so we can finalize it and then
switch it over to the #xubuntu channel. On a similar note, a bridge can be
setup for a Xubuntu Devs telegram group to bridge with the dev irc channel.
