Setting up bridged telegram groups

Hi Aaditya,
Thank you for your willingness to help. I've setup the telegram group at
https://t.me/XubuntuSupport so please install it on your private server for
a test run and we'll bridge it with an unused irc channel for testing
purposes until its fully operational. Please join the telegram group so we
can communicate there.
