Consider Adding Updated "elementary Xfce" Icon Theme Series

The cuurent elementary Xfce icon theme series has a problem<https://github.com/shimmerproject/elementary-xfce/issues/117> that seriously harms Store(gnome-software) experience.
This issue has been fixed on the latest build 0.12<https://github.com/shimmerproject/elementary-xfce/releases/tag/elementary-xfce-0.12>. Please consider updating the "xubuntu-icon-theme" for xUbuntu 18.04 with the updated package.
