Team Membership

Hi everyone,

since I deactivated two members of our team today I thought I'd quickly
inform everyone on my policy regarding team membership. There are
several rights that members of the Xubuntu team[1] have in our
community, for instance voting on important decisions we take as a team.

However, if you're not contributing for a longer period, your
membership can expire. So far we haven't set a fixed deadline (like: no
contributions for >1 cycle) and I think that since we're not that many,
we probably don't need such a rule. Instead, I'd prefer to handle this
individually.

Finally, it is very important to note that being deactivated does NOT
mean that you can't get reactivated. We'll gladly welcome people who
were team members back into our community, so if anybody has the
feeling they were unjustly deactivated, always get in touch!
It also does NOT mean that your contributions weren't/aren't
appreciated.

One reason why I'm starting with this "spring cleaning" now is that we
had several team votes this cycle and sometimes it was very hard to get
a quorum. Inactive members are obviously not really helping there.
