Setting up a xubuntu-team mailing list

I have a similar opinion to Bruno.  Very frequently we have meetings 
that any number of us are unable to attend.  Keeping the discussion (or 
at least key points and potentially voting) within a separate mailing 
list can increase the response rate and help ensure decisions are 
agreed upon by a better portion of the team.
