Revised Xubuntu Strategy Document online

Hello people,

at last, the revised Xubuntu Strategy Document [1] is online after being 
approved by the team at today's community meeting [2]. The two major 
changes to the Strategy Document are:

1) Only Xubuntu team members can vote for the Xubuntu Project Lead
We want to ensure that the XPL is elected by voters who are informed and 
familiar enough with the nominees to be able to make a good pick. Before 
you blame us for making a move that feeds an exclusive team, please 
remember we are always encouraging people to get involved with the 
project and ultimately be approved as team members.

2) Move the process descriptions out of the Strategy Document
In an effort to make the Strategy Document shorter and thus more 
accessible, we removed all the process descriptions from it. 
Furthermore, this allows us to adjust our processes as we go without 
needing to go through the overhead of voting about changes to them. From 
now on, the processes can be found in the Processes [3] page in our wiki.
