Proposal on changes on the Xubuntu QA team (and leaders)

Hello Xubuntu team,

as the newly reappointed Project Lead, I'm proposing to nominate ~elfy
as the QA lead (as was supposed to happen in the Raring cycle). As the
QA lead, he would take care of managing and organizing needed testing as
well as be promoted a member of the newly created ~xubuntu-release team.
I would also like ~elfy to mentor and work closely with ~doak-jackson in
his position, considering him as his apprentice. I hope these changes
will grow our QA team stronger.

Unless no objections (as usually, with good arguments) are sent to this
list, these changes will take effect in about two days, on May 5.
