Most of the Gnome applications were third party apps until they because:
- functional
- less buggy
- secure
- better translated
- used widely[1] i.e. tested
enough to be included into Gnome desktop.

If the application is of general usefulness, but isn't part of the Gnome,
a probable reason is that it's lacking in some of these...

An application that isn't translated to a language that user understands
is a useless application i.e. bloat however "light" it might appear to its
fans.

I would keep as one acceptance criteria for an application that it's
translated at least mostly to the languages supported by rest of
the XFCE desktop.
