System Tools tell me "The configuration could not be loaded..."

I updated the packages. Now  I can no longer boot ( though  I'm not sure if
it is related to this update), but the recovery mode sometimes works ( and
sometimes failes with "BUG: soft lockup detection on CPU#0! ).
So in recovery mode, when I want to run the services-admin for example I get
the following error message (along with a "configuration could not be
loaded" popup):

 sudo services-admin

(services-admin:4093): Liboobs-WARNING **: Failed to connect to socket
/var/run/dbus/system_bus_socket: No such file or directory
4093: arguments to dbus_connection_add_filter() were incorrect, assertion
"connection != NULL" failed in file dbus-connection.c line 4379.
This is normally a bug in some application using the D-Bus library.

If you think that this is not related to to the update of the packages, then
please give me a hint, where the problems could be.
