XFCE kiosk mode - not quite resolved

Jani, I've tested and discovered the following using 
/etc/xdg/xfce4/kiosk/kioskrc:

[xfce4-panel]
CustomizePanel=someuser

(the above does disable panel customisation for users other than someuser)

[xfce4-session]
CustomizeSplash=someuser (this setting does not work)
CustomizeChooser=someuser (also doesn't)
CustomizeLogout=someuser (this works!)
CustomizeCompatibility=someusers (doesn't work)
Shutdown=someuser (works)
CustomizeSecurity=someuser (not sure what this sets?)

Have attempted creating the following without success:

/etc/X11/xdg/xfce4/kiosk/kioskrc
/usr/etc/xdg/xfce4/kiosk/kioskrc

Hmmm.. perhaps a post to the XFCE dev list.
