My intention is to follow the udev lead in this regard and ship copies
of the job definitions from the distributions that adopt upstart, so
that someone producing a custom package can pick and choose as they
like.

This is worth starting once the first distro actually starts using
upstart natively, rather than just emulating sysvinit with it (which is
what Ubuntu does now).  You can obtain the emulation job definitions
from http://upstart.ubuntu.com/download/example-jobs.tar.gz

Obviously these will require tweaking for your distro, as every distro
does sysvinit differently!
